Unfortunately not, but we should be finding out some interesting info in the next few days on the 'yet again final' stadium designs.
From the perspective of proposed capacity, anything above 60000 will necessitate large improvements in the infrastructure (probably the most cost effective way would be by upgrading and reopening the Bootle railway line). But even to get to an initial 60000, LFC had to agree to major refurbishment of Stanley Park and other local amenities.
